TRANSPORTATION OF CHILDREN following with a passenger.

Article 21 of the Federal Law No. 259 of 11/08/2007

 1. When traveling in a vehicle carrying out regular transportation of passengers and baggage,
  Passenger has the right:
 1) to carry with them free of charge in urban and suburban communications children under the age of seven years without the provision of separate seats, except as provided for in paragraph 2 of this article.
 2) to carry with it free of charge in intercity communication one child aged not older than five years without providing a separate seat, except as provided for in paragraph 2 of this article .
 2. In cases where in the established manner it is forbidden to transport children in vehicles without providing them with separate seats , the passenger has the right to carry two children aged not older than twelve years with the provision of separate seats for a fee, the amount of which may not be more than fifty percent of the freight charge.
 3. The passenger is obliged to have with him a document that confirms the age of the child transported with the benefits for the carriage indicated in parts 1 and 2 of this article, and which must be presented at the first request of persons who control the fare.
 

  EXTRACT from Decree of the Government of the Russian Federation No. 1090 of 10.23.1993 "On the Rules of the Road"

 
p. 5..1. The passenger is obligated when traveling on a vehicle equipped with seat belts,
 to be fastened by them.
  p. 2.1.2 . The driver is obligated to be
when driving on a vehicle equipped with seat belts
 fastened and not carry passengers not wearing seat belts.
  p. 22.3. The number of people transported in the back of the truck, as well as in the bus compartment , which carries out
 transportation on the intercity , mountain, tourist or sightseeing route, and when organized
 the transportation of a group of children must not exceed the number of seats equipped .
  p. 22.8. " It is forbidden to transport people in excess of the number provided for by the technical characteristics of the vehicle."
  Based on the foregoing, transportation of passengers in long-distance traffic, not fastened
 safety belts entails administrative responsibility under Articles 12.6, 12.23 of the Code of Administrative Offenses of the Russian Federation.
  In accordance with the current legislation of the Russian Federation, a passenger has the right to carry with him:
 
  in suburban service:
  children up to 7 years old inclusive - FREE without a seat
  children from 8 years old - full ticket
 
  in intercity:
  2 (two) children from 0 to 12 years old inclusive - 50% of the fare with a seat for each.
  children from 13 years old - full bile t
  excluding the following intercity routes
  No. 509 "the city of Kaliningrad - the town of Zheleznodorozhny"
  No. 520 "Kaliningrad - Chernyakhovsk"
  No. 525 "Kaliningrad - Ozersk"
  No. 52 7 "Kaliningrad - Ozersk"
  No. 534 "the city of Kaliningrad - the town of Zheleznodorozhny"
  No. 536 "Kaliningrad - the village of Mozyr"
  No. 554 "Kaliningrad - Ozersk"
  No. 567 "Kaliningrad - Chernyakhovsk", where the transportation is carried out as follows:
 
children up to 5 years old inclusive - FREE from providing a place
  children from 6 to 12 years old inclusive - 50% of the fare with a seat for each child.
  children from 13 years old - full ticket
 
  In all cases, the passenger must carry a document confirming the age of the child.

  ATTENTION!

  The provision of child restraints (seats) for transporting children under 7 years of age in intercity buses with seat belts is not regulated by laws and regulations.
