Memo to citizens about their actions in establishing levels of terrorist danger
In order to timely inform the public about the occurrence of the threat of a terrorist act, terrorist danger levels may be set.
The levels of terrorist danger ( increased "BLUE" , high "YELLOW" ) are set by decision of the chairman of the anti-terrorism commission in subject of the Russian Federation.
The decision to establish a critical "RED" level of terrorist danger is made by the chairman of the National Anti-Terrorism Committee.
Decisions are subject to immediate release in the media.
An elevated "BLUE" level is set if there is information requiring real confirmation of the real possibility of a terrorist attack
When establishing a "blue" level of terrorist danger, it is recommended:
1. When on the street, in places of mass presence of people, public transport, pay attention to:
- the appearance of others (clothing does not correspond to the time of the year or it seems that there is some foreign object under it);
- oddities in the behavior of others (manifestation of nervousness, tension, constant looking around, indiscriminate muttering, attempts to avoid meeting with law enforcement officials);
- abandoned cars, suspicious objects (bags, bags, backpacks, suitcases, bags from which electrical wires, electrical appliances, etc. can be seen).
2. Report all suspicious situations to law enforcement officers immediately.
3. Provide assistance to law enforcement.
4. Treat with understanding and patience the increased attention of law enforcement agencies.
5. Do not accept bundles, boxes, bags, backpacks, suitcases and other dubious items from strangers even for temporary storage, as well as for transportation. If any suspicious objects are found, do not approach them, do not touch, open or move them.
Explain to older people and children in the family that any item found on the street or in the porch could be life threatening.
7. Keep abreast of current events (follow the news on television, radio, the Internet).
A high "YELLOW" level is set when there is confirmed information about the real possibility of a terrorist attack
Along with the actions taken to establish the “blue” level of terrorist danger, it is recommended:
1. Refrain, if possible, from visiting places of mass stay of people.
2. When you are on the street (in public transport), have identification documents with you. Provide them for verification at the request of law enforcement officers.
3. When in public buildings (shopping centers, train stations, airports, etc.) pay attention to the location of emergency exits and signs of escape routes in case of fire.
4. Pay attention to the appearance of strangers and cars in areas adjacent to residential buildings.
5. Refrain from traveling with oversized bags, backpacks, suitcases.
6. Discuss a family emergency plan:
- identify a place where you can meet with your family members in an emergency;
- make sure that all family members have telephone numbers of other family members, relatives and emergency services.
The critical "RED" level is set when there is information about a terrorist act committed or about actions that create an immediate threat of a terrorist act
Along with the actions taken when setting "blue" and "yellow" levels of terrorist danger Recommended:
1. To organize the duty of tenants of your house who will regularly go around the building, entrances, paying special attention to the appearance of strangers and cars, unloading boxes and bags.
2. Refuse to visit places of mass stay of people, postpone trips to the territory where the level of terrorist danger is established, limit the time children spend on the street.
3. Prepare for a possible evacuation:
- prepare a set of basic necessities, money and documents;
- prepare a stock of medical supplies needed for first aid;
- Prepare a three-day supply of water and food items for family members.
4. When you are near or at the place of the terrorist act, you should leave it as soon as possible without panic, avoid showing curiosity, and when leaving the epicenter, try to help the victims to leave the danger zone, not pick up objects and things, and not to conduct video and photography.
5. Keep your TV, radio or radio constantly on.
6. Prevent the dissemination of unverified information about the commission of acts creating an immediate threat of a terrorist act.

As a mask for explosive devices, terrorists can use ordinary household items: boxes, bags, briefcases, cigarette packs, mobile phones, toys.
