Baggage allowance and hand luggage on inter-municipal and municipal routes

Basic concepts.

1. Baggage - passenger belongings accepted for carriage in accordance with the established procedure.
2. Hand luggage - passenger belongings which are carried by a passenger with him in a vehicle and the safety of which during transportation is ensured by a passenger.

According to:
- Article 22 of the Federal Law of the Russian Federation of 08.11.2007 No. 259-FZ (as amended on 07/13/2015) “Charter of road transport and urban land electric transport”;
- Decree of the Government of the Russian Federation of February 14, 2009 N 112 (as amended on May 28, 2015) “On the approval of the rules for the carriage of passengers and baggage by road and urban surface electric transport”.

1. When traveling in a vehicle carrying out regular transportation of passengers and baggage, a passenger has the right:
1) carry for a fee in the luggage compartment of a vehicle or in a separate vehicle luggage in an amount of not more than two pieces, the length, width and height of each of which in total do not exceed one hundred eighty (180) centimeters.
- baggage handed over to the carrier is carried in the luggage compartment of the vehicle by which the passenger is transported, or separately from the passenger by the luggage car;
- loading and unloading of baggage carried in the luggage compartments of vehicles is carried out by the passenger;
- baggage is accepted for transportation without opening containers or packaging.

- размещение ручной клади на местах, предназначенных для сидения, в проходе между сидениями, возле входа или выхода из транспортного средства, в том числе аварийного, запрещается.

2. The carrier is entitled to:
1) establish the norms for the carriage of baggage, the carriage of hand luggage, including free of charge, of a larger size or in a larger quantity than that provided for in paragraph 1 of this article;

2) refuse to allow a passenger to accept baggage for carriage, carry-on baggage if the properties or packaging of things included in the baggage, hand baggage do not meet the requirements established by the rules for the carriage of passengers; 3) refuse a passenger to carry baggage if it is placed in the vehicle will prevent the entry of passengers into the vehicle, the exit of passengers from the vehicle.
3. The carrier is obliged to inform the passenger about the norms and conditions of payment for the carriage of baggage, carry-on baggage.
4. Reception and baggage claim are carried out in the manner prescribed by the rules of passenger transportation.
5. A passenger has the right to declare its value upon handing over baggage for transportation. Reception for transportation of luggage with declared value is carried out in the manner prescribed by the rules for the carriage of passengers. The passenger for the transportation of luggage with declared value will be charged an additional amount in the amount established by the carrier.
 The following items are not allowed for transportation on buses, in route and individual taxis with baggage and as hand luggage:
fetid and dangerous (flammable, explosive, toxic, corrosive and other) substances;
cold steel and firearms without covers and packaging;
things (objects) polluting vehicles or clothes of passengers;

It is allowed to carry animals and birds in cabin luggage in cages with a deaf bottom (baskets, baskets, containers, etc.), if the dimensions of these cages (baskets, baskets, containers, etc.) meet the requirements of the norms for the carriage of hand luggage and baggage, including free of charge, are established by the carrier, taking into account the requirements provided for in Article 22 of the Federal Law "Charter of Road Transport and Urban Ground Electric Transport".
Tare and packaging must ensure the integrity and safety of baggage during the entire transportation period.

 Baggage transportation of food products, including perishable goods, in the luggage compartments of vehicles without maintaining the temperature regime is carried out under the responsibility of the sender without declaring the value of this baggage.

On inter-municipal routes, the cost of carrying one piece of baggage is set at 25% of the total ticket price, with the exception of the following routes:

№ 108 "g. Kaliningrad - pos. Svetlyy"

№ 140 "g. Kaliningrad - g. Zelenogradsk"
№ 600E "g. Kaliningrad - g. Sovetsk"

The following baggage and carry-on baggage allowances are established on the above routes:
1. A passenger has the right to carry 2 pieces of hand luggage with him free of charge, provided that it is placed on the passenger’s hands, under seats or on luggage racks.
2. Children sledges, prams, guide dogs are transported free of charge.
3. The cost of transportation of 1 piece of hand luggage (in excess of the free norm), of an animal (except for a guide dog) - 25% of the full
ticket price.
4. The cost of transportation of 1 piece of baggage (over 120 cm and no more than 180 cm in the sum of three dimensions) - 50% of the full
ticket price.
5. The cost of transporting a bicycle is 100% of the total cost.
