According to Art. 23 FZRF dated 08.11.2007 No. 259-FZ “Charter of road transport and urban land electric transport.”
When returning a ticket, including a one purchased on the website www.avl39.ru, the passenger has the right :

1) in the case of being late for departure of the vehicle within three hours or due to illness, accident within three days from the departure of the vehicle for which the ticket was purchased, renew the ticket for another vehicle subject to surcharge, amount which is twenty-five percent of the cost of travel, baggage transportation, carriage of hand luggage, or to get back the cost of travel, carriage of baggage, carriage of hand luggage minus twenty-five percent of their value ;

2) in case of returning the ticket to the ticket office no later than two hours before the departure of the vehicle, to get back the fare, luggage transportation, carry-on baggage minus five percent of their value or in case of returning the ticket later than this date, but before departure the vehicle to get back the fare, luggage transportation, hand luggage minus fifteen percent of their value;

3) if it is impossible to continue the transportation of a passenger to his destination for reasons beyond the control of the carrier, to get back the fare, transportation of baggage, carry-on baggage in proportion to the unexamined distance;

4) return the ticket to the ticket office prior to the departure of the vehicle and get back the full cost of travel, luggage, hand luggage in the following cases:
a) cancellation of the vehicle;
b) delayed departure of the vehicle for more than an hour;
c) providing a passenger with a seat in a vehicle with a fare paid at a lower price than in a vehicle for which a ticket was sold to a passenger;
d) failure to provide the passenger with the seat indicated on the ticket;

5) if you agree to travel in a vehicle with paying for a lower price, get the difference between the amount paid and the amount due for travel, baggage, and carry-on baggage;

6) in case of providing a vehicle with payment for travel, baggage transportation, carry-on baggage at a higher price than in a vehicle specified in the schedule, carry out travel, baggage transportation, carry-on baggage without surcharge.

2. Refunds to passengers of the fare, baggage transportation, and carry-on baggage in cases provided for by this article shall be carried out in accordance with the procedure established by the passenger transportation rules, no later than within ten days from the moment the passenger is presented with the passenger’s request.

2. Rules for returning tickets for international routes with ECOLINES buses

1. If you cancel the trip earlier than 24 hours before the departure of the bus, 70% of the cost of the trip is returned.

2. If you refuse the trip in the period from 24 hours to 1 hour before the specified trip, 30% of the cost of the trip is returned.

3. In case of cancellation of the trip later than 1 hour before the specified trip, as well as after the departure of the bus, money for an unused trip is not returned.

4. If the departure of the bus is delayed due to the fault of the carrier, the passenger has the right to refuse the trip and, having presented a ticket with a issued refusal, can receive compensation in the amount of 100% of the ticket cost.
