Transport Safety Requirements for Individuals

Requirements for observance of transport safety for individuals following or located at transport infrastructure facilities or vehicles, by means of transport

2. Individuals who are either on the transport infrastructure or vehicle are required to:
a) make passage (passage) to the transport security zone in accordance with the rules of conducting searches, additional searches and re-searches in order to ensure transport safety, including a list of necessary documents established by the Ministry of Transport of the Russian Federation in agreement with the Ministry of Internal Affairs of the Russian Federation and the Federal Security Service of the Russian Federation;
b) comply with the requirements of the transport security forces aimed at ensuring transport security, as well as not take actions that impede the performance of their official duties;
c) inform the transport security forces of events or actions that pose a threat to the transport safety of the transport infrastructure object or vehicle.

3. Individuals who are either on the transport infrastructure or vehicle are prohibited from:
a) carry (transport) objects and substances prohibited or restricted for transportation to the transport infrastructure and / or vehicle into the transport safety zone; b) impede the functioning of technical means of ensuring transport safety located in the transport safety zone;
c) accept material objects for their transportation on a vehicle without notifying the transport security forces and undergoing the inspection procedure in cases stipulated by the requirements for ensuring transport security established in accordance with article 8 Federal Law "On Transport Security";

d) take actions that create obstacles (including using vehicles and other technical means) to the operation of the vehicle or restrict the functioning of transport infrastructure facilities, including the dissemination of knowingly false messages about events or actions that threaten the transport safety of the transport infrastructure facility or vehicle, as well as actions aimed at damage (theft) of the elements of the transport infrastructure object or transport Foot agent that can lead them into a state of disrepair for the operation or condition that threatens the life or health of personnel transport infrastructure entity or transport security units, passengers and others;

e) to transfer documents to third parties, providing the right to undergo a search procedure in a special order, for passage (passage) to the transport security zone;
e) make passage (passage) to the transport security zone of the transport infrastructure object or vehicle outside (bypassing) the passage (passage) set by the transport infrastructure entity or carrier;
g) take actions that mimic the preparation for or the commission of acts of unlawful interference with the operation of a transport infrastructure object or vehicle;
h) use pyrotechnic products without the permission of the person responsible for ensuring transport safety at the transport infrastructure facility or vehicle;
i) use small self-propelled and non-self-propelled vessels (swimming equipment) in the areas of the seaport waters used for boarding (disembarking) passengers and (or) transshipment of high-risk cargo, defined by mandatory regulations in the seaport approved by the Ministry of Transport of the Russian Federation.
